Davr Bank is one of the largest banks in Uzbekistan. It operates under a license from the Central Bank of the Republic of Uzbekistan and provides a wide range of modern banking services to individuals and legal entities. At the end of 2019, it ranked 19th in terms of assets and 18th in terms of loan portfolio. The bank serves more than 12,000 corporate clients and 158,000 retail customers. To ensure the best level of service to its clients, the bank is constantly upgrading its technology, which includes a new digital banking system.

With the help of an EBRD loan, the bank will be able to expand its MSMEs financing offer and help women entrepreneurs access the financing they need to start and grow their businesses. The Women Entrepreneurs Financing Initiative (WEFMI), a Trust Fund managed by the World Bank, is supporting the initiative by providing US$5 million for the development of an innovative project. This project will provide women entrepreneurs with business advisory services and skills training. In addition to the advice, the initiative will also fund a project consultant, who will work with the DAVR bank to implement the program.

The WiB Loan is also being implemented, which will allow Davr Bank to further improve its lending practices, as well as develop products targeted at women. The project is designed to provide a medium-term source of funding for the bank. Initially, the loan proceeds will be used to help women-led MSMEs access critical working capital. EBRD will also support the bank’s efforts to meet new regulatory requirements. For instance, it will be required to submit annual environmental and social reports and adhere to EBRD’s Environmental and Social Risk Management Procedures for SME and Micro Loans.

A recent study indicated that there is a large gap in the finance available for women-owned small and medium-sized enterprises in Uzbekistan. Currently, women-owned MSMEs account for about 23 percent of the total number of businesses in the country. However, the study found that only about 2 percent of these firms have access to the kind of finance they need to grow. This is because women have limited experience with financial institutions and rely on family, friends, or acquaintances for loans. By providing a new line of credit, the bank will give women-owned MSMEs more options.

Other projects include the GTFP Trade Advisory program, which will help the bank to boost its trade finance capabilities. Also, the Advise for Small Businesses component of the project will make it easier for women-led MSMEs to access non-financial Development Services.

Finally, the EBRD has provided expertise and knowledge that will help the bank to improve its lending practices, as well as provide the expertise and experience needed to implement the Women Entrepreneurs Financing Initiative. The bank will be able to implement the WEFMI and develop the best products for its customers. Furthermore, the bank will be able to take advantage of the best information technology and information services.
